Most ozone pollution is caused by motor vehicles. Car emissions kill 30,000 people each year in the U.S. More than half of the people in the U.S. live in areas that failed to meet federal air quality standards at least several days a year and around 80 million Americans live in areas that continually fail to meet these standards.
Converting to an alternative fuel supply system has the potential to dramatically benefit the environment and improve the quality of life by reducing fuel consumption and emissions. In addition, alternative fuel systems are economically beneficial. Reduced fuel consumption equals reduced fuel costs, and reduced emissions equals reduced vehicle maintenance costs.

Recent EPA regulations require that all new passenger vehicles - including SUVs, minivans, vans and pick-up trucks - must meet more stringent tailpipe emission standards.
On October 31, 2007, the California Energy Commission, by a 4-0 vote, adopted a plan to slash the state's heavy dependence on petroleum and reduce greenhouse gas emissions. "California should pursue a diversified portfolio of transportation fuels," said Energy Commission Vice Chairman James D. Boyd. "We can achieve our state's goals of reducing petroleum dependence and of stimulating production of biofuels within California, using its waste streams while increasing our use of low carbon, alternative fuels."
According the Air Resources Board, for 2007, a minimum of 4% of fuel dispensed to U.S. motorists shall come from renewable sources (a floor of 4.7 billion gallons). By 2012, at least 7.5 billion gallons of renewable fuel must be blended into motor-vehicle fuel sold in America. After 2012, renewable fuel use is required to grow in volume as gasoline demand grows.
The Clean Air Act requires certain metropolitan areas with the worst ground-level ozone pollution to use gasoline that has been reformulated to reduce air pollution. The Clean Air Act also requires EPA to establish a national renewable fuel (RF) program. EPA has issued rules to cut emissions from onroad and nonroad vehicles by more than 90 percent by combining stringent emissions standards for diesel engines and clean, ultra-low sulfur diesel fuel.
Noncompliance with these laws and regulations can result in fines totaling thousands of dollars.
